Excerpt from Facts Founded Upon Parliamentary Returns, Illustrative of the Great Inequality of the Taxes on Houses and Windows: Shewing How Unjustly and Oppressively They Bear Upon the Middle and Industrious Classes It cannot be too often repeated, or too generally known and understood, with a hope view to the removal of the Taxes on Houses and Windows those causes of general dissatisfaction and just complaint amongst the middle and industrious Classes - that the amount of Rental paid for houses is no just criterion or representative of the property and means of the occupier or tenarit; and therefore Rental is not a real and solid basis for Taxation. If no other cause of complaint existed against this mode of Taxation, it would amply suffice to adduce the extensive variations in the value of Houses from locality only. It is well known that Houses in or near Cities and large Towns acquire an infinitely higher value; but does it follow that the Occupants of Houses so situated are possessed of Wealth in proportion to the increased rate of Taxation? Is not the contrary notoriously the case, the great majority of the Inhabitants of Cities being those who live by their exertions or abilities? Another and most fatal objection is to be found in the unequal mode of rating House Property for Taxation. The absurd sophism sometimes advanced, that if the House and Window Duties were repealed, the Occupants would not be benefited, but the Landlords, is clearly a fallacy. Rent is the Landlords fair remuneration for the outlay and employment of his capital, and the amount of Rent rests upon the expenditure for Building, c.; any attempt to raise rent beyond a fair rate is met and levelled at once by Competition: and therefore such a mode of defending these obnoxious imposts is futile. To illustrate the state of the Assessments in England and Wales, a copy of the Parliamentary Return is given, with a Statement of the Principal Residences in each County, from which, it will be apparent, all the calculations by which Houses in the large Towns, c.are valued, have been omitted. The people of England look forward in the confiding expectation, that the Repeal of these Taxes, so partial and oppressive, will, on a strong expression of Public Opinion be supported by the present Ministry - an expectation justly founded on the decided opposition displayed towards the House and Window Taxes within a very few years-by many Members of the present Cabinet.
