That Wolsey was never actually Bishop of Winchester is plain from ´Letters and Papers of Henry VIII´ (Rolls´ Publications), Vol. IV, Pt. 3, p. 2389, No. 5429, where, in a letter to Gardiner and others, he "marvels that the bulls are only as in perpetuam administrationem, and not in perpetuum titulum, as he has those of Durham," and wishes to know the cause; and again from p. 2390, No. 5432, where the writ for the restoration of the temporalities is made out for Wolsey as "perpetual administrator of that see." p. 21, l. 9.
