Orrin G. Hatch (chairman of the committee), presiding. Also present: Senators Grassley, Specter, Kyl, Abraham, Kennedy, Biden, Leahy, Feinstein, and Wellstone [ex officio]. Opening Statement Of Hon. Orrin G. Hatch, A U.S. Senator From The State Of Utah The Chairman. I want to welcome everybody here this morning. We have a distinguished group of witnesses with us today, led by Senator Kay Bailey Hutchison and the Attorney General of the United States of America. We will also hear from Denise Brown, who has dedicated herself to working at the grass-roots level to combat domestic violence. We are pleased that she arranged her schedule so that she could be with us as well. The hearing has three purposes. First, we are joined by my friend and colleague from Texas who is with us to discuss her stalking legislation. This is a bill that passed the House of Representatives last week and addresses an extremely important matter. I know that the Senator is eager to share her views with this committee, and I appreciate you, Senator Hutchison, for taking time to be with us this morning. The second purpose of this hearing is to review the efforts of the Justice Department and others involved in the implementation and the enforcement of the Violence Against Women Act. That landmark legislation has been in effect for over a year and this committee welcomes the opportunity to review the progress made under it, as well as any problems in its enforcement. I am concerned that notwithstanding this administration´s commitment to the social spending of the Violence Against Women Act, its enforcement of the act´s criminal provisions has been limited to only a handful of cases. I appreciate that Attorney General Reno is here to address these concerns. The third purpose of this hearing is a bit broader as we look at it. As important as this Federal law is and as important as congressional funding of the grants authorized by this act is, combating violence against women is not a problem that can be singularly tackled by changes in Federal law or appropriations of Federal money.
