Excerpt from A List of Books (With References to Periodicals) On the Philippine Islands: In the Library of Congress This is a reprint of Part I of Senate Doc. No.74 (57th Cong., 2 dsess.). The document was composed of two independent bibliographies: the list here reprinted and a bibliography by Dr. T. H. Pardo de Tavera, of Manila, entitled "Biblioteca Filipina." The following extract from the general introduction to the document gives the history of the undertaking: The publication of the work in its present form is consequent upon an arrangement made between the Bureau of Insular Affairs of the War Department and the Library of Congress. The inception of the Library list dates from the acquisition of the Philippines by the United States. Soon after the capture of Manila investigations were made of the resources of the Library on the Philippines and steps taken to acquire important works and fill in gaps. The result of this undertaking is presented in Part I of this volume. The manuscript of the "Biblioteca Filipina" by Dr. Pardo de Tavera, was placed at the disposal of the Library by the author, to be put into print The first idea was to print the "Biblioteca," with additions and revisions incorporating the Library material. Further consideration, however, showed that this was impracticable, and it was decided to print the two lists separately. Soon after the receipt of Dr. Pardo de Tavera´s manuscript, Col. Clarence R. Edwards, the Chief of the Bureau of Insular Affairs, made known his intention of publishing a bibliography of the Philippines, using the material collected by the Library and by the Bureau as a part of the Gazetteer of the Philippines issued by that office. As a result of conversations and correspondence between the Librarian of Congress and Colonel Edwards, it was agreed that the list of works in the Library of Congress and Dr. Pardo de Taverns list should be printed under the joint auspices of the Bureau and of the Library as an auxiliary volume to the Gazetteer of the Philippines. On the 5th of January, 1903, however, a resolution was presented in the Senate by Senator Lodge, and agreed to, as follows: Resolved, That tho Bibliography of the Philippine Islands, compiled under the direction of the Bureau of Insular Affairs, War Department, be referred to the Committee on the Philippines, be printed as a document, and that 1,000 extra copies be printed and bound, 250 for the use of the Bureau of Insular Affairs and 750 for the use of the Senate.
