Excerpt from The Power of the Pope During the Middle Ages, Vol. 2: Or, Historical Inquiry Into the Origin of the Temporal Power of the Holy See, and the Constitutional Laws of the Middle Ages Relating to the Deposition of Sovereigns Besides the supreme power enjoyed by the pope in his own dominions, he exercised, after the tenth century, another much more extraordinary over the sovereigns of other states. For many centuries after that date all the Catholic kingdoms of Europe constituted a sort of commonwealth, of which the pope was recognised the head. In that capacity he decided both in councils and by himself, as supreme arbiter and judge in contests arising between princes and their subjects, or between princes among themselves; he cited sovereigns before his tribunal; and not only inflicted on scandalous princes spiritual censures, but even deprived of their rank those who persisted obstinately in their disorders. Thus Henry IV., emperor of Germany, was solemnly deposed by Gregory VII. in 1076 ;Frederick I. by Alexander III. in 1160 ;the emperor Otho IV. and John, king of England, by Innocent III. in 1211 ;and Frederick II. by Innocent IV. in 1245. Even general councils, far from pro testing against these acts of authority, occasionally suppose that they are legitimate, and attribute to themselves the same right.
