At the outset of the speech Cicero notes that the speech for the prosecution was divided into two parts, the one relating to a public scandal with which his client´s name had for years been unjustly associated the alleged bribery of the jurors in the trial of Oppianicus the other lightly touching upon the charges of poisoning (rationem 7 e7zejicz zcrz mz 7 zum). The same division he proposes to adopt in his speech. Not counting the introduction and peroration, very nearly seven-eighths of the speech deals with what he calls the 2 z71z az az uaz cz zzmz am or Clumzzcmae peczmiae crimen. 2. The lex Cornelia de sicariis et veneficis, passed by Sulla, covered both parts of the impeachment, though primarily it related to murder and assassination. For seven centuries there had existed only one instrument for dealing with this crimethe law of Numa about parrzkzkzle (quoted and explained inn. on parrz cz az um, 31) :according to Pomponius de orzg. zurz s(Dig. I, 2, 22), the quaeslores parrz cz zzz zwho administered it were mentioned in the Laws of the Twelve Tables; and any cases of murder that occurred were dealt with in their court (Rein, Crz mz mzr. p.4OI But the party struggles and civil strife which had distracted Italy from the time of the reforming efforts of the Gracchi, and which had raged continuously and with heightened violence from the time of the Social War, culminating in the massacres and proscriptions of Marius and Sulla, had produced a state of morals appalling to contemplate.
