Excerpt from The Speech of James Stephen, Esq., In the Debate in the House of Commons, March 6, 1809: On Mr. Whitbread´s Motion, Relative to the Late Overtures of the American Government; With Supplementary Remarks on the Recent Order in Council The subject of the following speech, is one which though much discussed in Parliament, and of the highest national importance, is very imperfectly understood by the public at large. The facts which belong to it have been misrepresented in America, as well as in England, in a way calculated to inspire unjust national resentment on the one side of the Atlantic, and popular discontent on the other. As the chief object of the speech was to correct these misrepresentations, by a dispassionate Appeal to Evidence; and as that evidence, though on the tables, and among the records of Parliament, is not within the reach of ordinary readers; it has been suggested to the Author by several persons of distinguished character and great political judgment, who heard his arguments, that their publication would tend to dissipate dangerous prejudices, to vindicate the justice of our Country in the use of her maritime rights, and to promote the great ends of reconciliation and future harmony with the United States of America. A deference for such suggestions, which seemed to him the more satisfactory, as they came from persons of different political opinions and parties, seconded by his own hopes of utility, - and not a vain opinion that the speech, in point of composition, merits any particular notice, - has led to this publication.
