For some fifteen years, 1832-1847, to use the expression of its principal author - the late Sir James Kay Shuttleworth, "the Policy was unostentatious." For the remaining thirty-nine years as "ostentatious" as he could have desired. I end as I began; having lived to see the complete development of that Policy, and the first and enduring fruits of it. The misery of the thing is that, while the assailant has been true to the principles of an inherited Policy, the defender and maintainer has not.
