Excerpt from Finding List of the Free Public Library of the City of Evanston, Ill: July, 1892 1. The officers of the board shall consist of a President and a Secretary. Additional officers may be chosen as circumstances may require. 2. Regular meetings of the board shall be held on the last Thursday evening of each month at the Library Room. Special meetings may be called by the Secretary, on request of any two members. 3. The President shall appoint a Standing Committee of three on Library whose duty it shall be to have general supervision of the Library and Librarian, and to recommend to the board, from time to time, such additions to the Library as they may see fit. 4. The President shall appoint a Standing Committee of three on Rooms, whose duty it shall be to have general charge of the rooms of the Library and to provide fuel, lights, and service of janitor. 5. The President shall appoint a Standing Committee of three on Finance, whose duty it shall be to audit all bills against the Library, and exercise a general supervision of its finances. 6. A majority of the members of the board shall constitute a quorum. 7. All expenditures shall be by vote of the board, and orders in payment thereof shall be drawn by the President and countersigned by the Secretary.
