Excerpt from Dehydration of Fruits and Vegetables: Hearing Before the Subcommittee of the Committee on Agriculture and Forestry United States Senate Sixty-Fifth Congress Second Session on S. 3665 A Bill to enable the Secretary of Agriculture to establish plants in connection with land-grant colleges for the drying or dehydration of fruits and vegetables, and for the other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled. That $250,000, or so much thereof as may be necessary, is hereby appropriated, out of any moneys in the Treasury not otherwise appropriated, to enable the Secretary of Agriculture to establish plants for the drying or dehydration of vegetables, fruits, and other edible products, in connection with the land-grant colleges in the several States: Provided, That the Secretary of Agriculture may establish such plant at some other location in any particular State whenever in his judgment the public interest would be subserved thereby: Provided further, That the Secretary of Agriculture may, in his discretion, establish such plant in any particular State in cooperation with States, counties, municipalities, individuals, or associations not organized for profit, in which case the Secretary of Agriculture shall not pay more than one-half of the cost of establishing such plant. Woodrow Wilson, The President, Washington, D. C. Sir: This will introduce to you Mr. E. Clemens Horst, of California, who desires to take up with you the question of drying vegetables by the people of the United States for use in their homes and by the United States Army and Navy. I understand Mr. Horst is willing to give without charge to the Government and is willing to teach to a great number of people without any profit to himself the process of drying the vegetables which he will show you.
