Excerpt from Ship Canals From the Great Lakes to the Ocean: Address Before the National Rivers and Harbors Congress, December 9, 1919 Mr. President and Gentlemen: The occasion for this address is what is known as the Lenroot amendment to the Rivers and Harbors Bill, passed at the 3 rd Session of the 65 th Congress. That resolution, in substance, refers to the International Joint Commission for investigation, the question as to what further improvement of the St. Lawrence River between Montreal and Lake Ontario is necessary to make the same navigable for ocean-going vessels, together with the cost. The Commission is required to report to the Dominion of Canada and to the Congress of the United States, with recommendations for co-operation by those governments in the improvement of the River. It is to be noted that this amendment is worded in view of the fact that the Welland Canal is to be improved by increasing the depth to twenty five(25) feet, with thirty(30) feet over the miter-sills of the locks, which are to be eight hundred(800) feet in length and eighty(80) feet in width, thus making the canal adaptable for the passage of our largest lake vessels. The prism is to be so constructed that it can be deepened readily to thirty(30) feet. This, with the proposed improvement of the St. Lawrence River canals, would enable lake vessels to reach Montreal and the ocean from Duluth or Chicago, and, vice versa, from Montreal or the ocean to the heads of the Great Lakes.
