Excerpt from Report of the State Board of Land Commissioners: For 1891 Organization of the Board. The State Board of Land Commissioners was primarily authorized and constituted by section 4, article XI, of the constitution of the State of Montana, and by virtue of this authority the first meeting of the Board was held on the twenty-third day of January 1890, at which time it was regularly organized by the election of Governor Jos. K. Toole, President, and John Gannon, Superintendent of Public Instruction, Secretary. Finding it impracticable to proceed with their duties in the absence of a law defining such duties no further meetings were held until after the passage by the Legislative Assembly of the act approved March 6, 1891, entitled "An act to provide.for the selection, location, appraisal, sale and leasing of State lands." The first meeting after the passage of this act was held on the l4th day of March 1891. At this meeting the Governor announced that in accordance with the provisions of section 12 of the above mentioned act he had appointed Granville Stuart Esq., State Land Agent and said appointment was thereupon confirmed by the Board. Examination and Selection of Unsurveyed Lands. If having become apparent to the Board from the reports of the State Land Agent and from other sources that it would be impossible to find suitable vacant surveyed lands in sufficient quantities to satisfy the various grants to the State, the State Land Agent was directed to make an examination of the unsurveyed lands in the Flathead Valley and vicinity, and report to the Board the result of his investigations. This duty was well and faithfully performed and in accordance with his recommendations the following communications were addressed to the Surveyor General of Montana.
