The committee met, pursuant to notice, at 3 p.m. in room 485, Russell Senate Office Building, Hon. John McCain (chairman of the committee) presiding. Present: Senators McCain, Wellstone and Dorgan. Statement Of Hon. John McCain, U.S. Senator From Arizona, Chairman, Committee On Indian Affairs The Chairman. I apologize for the late commencement of this hearing. As you may have been told we had three consecutive votes on the floor of the Senate, and also, I am managing the line item veto bill. I apologize and appreciate the patience of the witnesses. Senator Inouye is at a markup on the Defense Appropriations Subcommittee of the Appropriations Committee. So he cannot be here. He has submitted a statement that will be included in the record immediately following mine. I appreciate the effort everyone has made to attend this hearing. We have two separate matters to take up. First we will take testimony on S. 510, a bill to reauthorize appropriations for certain administration for Native American programs to the year 1999. Second, we will receive testimony on S. 441, a bill to reauthorize appropriations for Indian Child Protection and Family Violence Prevention programs. We hope to favorably report both bills to the full Senate 1 week from today. Our first panel of witnesses will focus on ANA reauthorization. Our witnesses will be the ANA Commissioner, Gary Niles Kimble, and the Executive Director of the Council of Energy Resource tribes, David Lester. Mr. Lester previously served as ANA Commissioner, and is an old friend. I was pleased to have the vice chairman on Indian Affairs, Senator Inouye, as well as Senator Campbell, join me in cosponsoring S. 510. The Ana grants program is extremely vital to a wide variety of efforts to strengthen the governing structures and self-sufficiency of Indian tribes and native communities.
