Excerpt from Second Year Book of the League of Nations: January 1, 1921 February 6, 1922, Including the Complete Story of the Washington Conference, With the Complete Texts of Treaties and Agreemnts Formal withdrawal of United States Government from European Councils - Immediately after the election in November, 1920, President Wilson withdrew the American representative, Albert Rathbone, from the Inter-Allied Financial Commission. On January 11 our Ambassador at Paris, Hugh C.Wallace, was instructed to notify the French Foreign Minister, President of the Council of Ambassadors, that the United States Government would withdraw its representative from the future meetings of that Council. It was also announced that the United States would not be represented in the meetings of the Supreme Council. It should be observed that since December 9, 1919, the representative of the United States had attended these Councils only as an observer and without authority to assume any official share in the deliberations. On January 11, 1921, our State Department also transmitted the above-mentioned decision of withdrawal to the principal Allied Governments. The formal statement of Mr. Wallace to the Council of Ambassadors was as follows: "The United States has participated in meetings of the Conference of Ambassadors primarily for the purpose of dealing with questions relating to the armistice and also in order to keep conversant with questions relating to the treaty pending action of the United States thereon. In view of the fact that most of the important questions relating to the armistice have been disposed of and inasmuch as the Treaty of Versailles has not been ratified by the United States, there appears to be no further occasion for continuing American representation on the conference. "There is an added reason for my withdrawal. As is well known, my status has been that of an unofficial representative excepting in certain specific questions which have been handled by the conference, such as the negotiation and signature of the treaty with Hungary. And, now, after more than one hundred meetings and after practically all questions in which the United States was directly interested have been settled, it is meet and proper for America, since she has not ratified the treaty, to withdraw her representation."
