Excerpt from The Georgia Question Before the Judiciary Committee of the United States Senate: Arguments of Hon. J. H. Caldwell and Hon. J. E. Bryant Mr. Caldwell, addressing the committee in behalf of the delegation, said: Mr. Chairman and Gentlemen of the Judiciary Committee: We are Georgians, and as such come to represent our State in one of the most critical emergencies that has ever fallen to the lot of any State in this great Republic. Although we are all Republicans, and could, were it necessary, recount toils, sacrifices, and perils attending our efforts to establish a Republican party in our State; yet, for the time being, we cease to be mere partisans, and appeal to you as Georgians, concerned for the well-being of our State and the future peace and prosperity of our people. We propose, therefore, in the name and behalf of those whom, as a delegation, we represent, to present a plain, unvarnished statement of facts, with the inferences which they convey, trusting to your wisdom to devise a remedy for existing evils, and to your sense of justice to redress the wrongs of which we complain. Georgia, as you are aware, proceeded to carry out in good faith the reconstruction acts of the 39th Congress. A convention framed a constitution, which was submitted to the people for their ratification, It was ratified by a large majority; the great mass of the voters, some two hundred thousand in number, participating in the election. It was as free and impartial as any election that was ever held in Georgia, the polls being protected generally under the military supervision of Major General Meade, the district commander. At the same time a Governor, county officers, members of Congress, forty-four State senators, and one hundred and seventy-three representatives were elected; two counties, entitled to one member each, making no returns.
