S. Senate, Subcommittee on Aviation of the Committee on Commerce, Science, and Transportation, Washington, DC. The committee met, pursuant to notice, at 9:30 a. m., in room Sr-253, Russell Senate Office Building, Hon. John McCain (chairman of the subcommittee) presiding. Staff members assigned to this hearing: Michael E. Korens, staff counsel, Michael W. Reynolds, counsel; and Samuel E. Whitehorn, minority senior counsel. Opening Statement Of Senator McCain Senator McCain, I would like to note that we have votes, about five or six of them, beginning in about 15 minutes or so. We will try and get at least opening statements out of the way, and then regrettably we will have to recess for about 45 minutes, until we complete those votes. So, therefore, I will make my opening statement brief and then refer to my colleagues. And perhaps we could get the opening statement of the Secretary of Transportation, if he is here this morning. I am sure he will be here in a minute. I would like to welcome my colleagues and the Secretary of Transportation and all of our witnesses, including representatives from the GAO and our distinguished panelists representing the U. S. commercial aviation industry and the consumer interests of various airports and communities desiring better international aviation service. I think we are all in agreement that U. S. interests are best served by open and free trade in all sectors, including the international aviation industry. Our policies must vigorously pursue that end. I will make my complete statement a part of the record, except to say that the reason for this hearing is to review the entire issue of international aviation, but also there has been an enormous amount of controversy generated by the proposed mini-deal involving British Air, United Airlines, and USAir. I do not know of a recent aviation issue that has generated more controversy. And I believe that Congress does play a role in issues of this impact and import. And I am pleased that the Secretary of Transportation agreed - good morning, sir - to attend this hearing and to provide very important testimony on this issue.
