The subcommittee will come to order. The chairman of the subcommittee. Senator Rockefeller, has been delayed. He is chairing a hearing of the Veterans Affairs Committee. If you were watching on a television monitor, you would see that he is still fulfilling that duty. I agreed to go ahead and start the hearing so that we could put all the testimony on the record, and would not otherwise unduly delay all of those of you who have been kind enough to come. This hearing is a continuation of the examination of the role of NASA in the postcold war era. Mr. Chairman, your comments, please. Opening Statement Of Senator Hollings The Chairman. In today´s hearing, the committee continues to examine the role of NASA in the postcold war era. In the recent committee hearing on NASA´s relevance to the economy, NASA´s contributions to U.S. competitiveness were evaluated. Today, we will examine whether restructuring NASA can improve NASA´s performance to ensure that its contributions can be realized. Over the years, we have witnessed NASA´s achievement of monumental technological accomplishments which have taken us beyond our everyday lives. However, in recent years, we also have witnessed many flawed or failed NASA missions. The spate of spacecraft failures and botched missions, combined with persistent problems in managing programs, is cause for great concern about the future of the NASA program. The growing number of NASA´s technological and managerial problems lead the American public to question the substantial investments made every year in Nasa.
