I reply that the question is a very natural one, and that whilst so many of the cream of our young manhood, together with the hopes and dreams and happiness of tens of millions, are being swept down the ghastly stream of a veritable Niagara of blood, and whilst civilization and freedom gasp for breath, questions affecting buying and selling might well have been put aside-as they-were and kept aside-as they have not been. It is only with the greatest reluctance that this defence, this justification, this tribute of unfaltering faith in the living might inherent in the principle of Freedom is, at such a time, put before the public. But the blame, if any, must rest on those who have in these anxious days sought to carry with a rush their very controversial and, in my judgment, destructive proposals. For more than thirty years I have been fighting in Australia for free trade, and for the last twenty of these years it has appeared to me, and increasingly so, that important as the policy of free trade is to Great Britain from the economic aspect, it is still more important, nay vital, from the political aspect. As a student of world-politics, it appeared to me that the British policy of free trade was the only one that could justify the holding of world-wide Empire.
