Excerpt from A Letter to the Right Honorable the Earl of Buckinghamshire, President of the Board of Commissioners for the Affairs of India: On the Subject of an Open Trade to India My Lord, After perusing the proceedings which have taken place at the East India House, respecting the Renewal of the Company´s exclusive Privileges, it is utterly impossible for any individual, who feels at all interested in the welfare of his Country, and the preservation of its Constitution, not to experience sentiments of equal regret and surprise at the communication made to the Court of Directors, in your Lordships Letter of 4th January, 1813, viz. that it was the intention of His Majesty´s Ministers to transfer the Indian Trade, both Import and Export, to the Out-ports.
