Excerpt from Arguments in Favor of the Freedom of Immigration Port of Boston: Addressed to the Committee on State Charities of the Massachusetts Legislature, April, 1871 In a previous publication, a report is given of statements and evidence laid before the Committee on State Charities of the Massachusetts Legislature of 1870, in favor of the modification of the tax on immigrant passengers, known as head-money, which was effected by the Act of May 5, 1870. At a meeting of the Boston Board of Trade, held on the 6th of February, 1871, a committee was appointed to report upon the expediency of memorializing the Legislature in favor of "the total abolition of the tax known as head-money, as now levied upon immigrants who land within the limits of the Commonwealth." This committee presented a report at a subsequent meeting, which closed with the following recommendation: - "In the interest of the commerce of the port, therefore, as well as because it would be right and just in itself, your Committee respectfully recommend that the Board memorialize the Legislature of Massachusetts in favor of the total repeal of the law requiring the collection of head-money upon passengers arriving at our ports." The report was accepted, and the memorial was ordered. The latter was presented in the State Senate by the Hon. George H. Monroe, and was referred to the Committee on State Charities.
