Excerpt from Grants in Aid: A Criticism and a Proposal In the nine years that have elapsed since the first edition of this book, the question of Grants in Aid has practically stood still. Whilst the total expenditure of the Local Authorities, and also the expenditure of nearly every one among them, has greatly increased, nothing has been done to redress the grievances and remove the anomalies that were, in 1911, having such injurious effects on the efficiency and economy of Local Government. The urgency of reform was admitted. In 1914, the Government, it is understood, was on the point of proposing to Parliament a considerable extension and development of the system of Grants in Aid, notably in connection with the Public Health as well as the Education services, in which many of the evils described in this little volume would have been dealt with, essentially on the lines herein laid down. The outbreak of the Great War compelled the laying aside of all internal reforms. In the six years that have elapsed the difficulties of Local Authorities have increased, the inequalities have become even greater, and the discontent has grown. Partial reform has been effected by the enlargement and consolidation of some of the grants for Education, in view of the greatly increased provision which has now to be made; but the question has not been dealt with as a whole. It is submitted that reform has become a pressing necessity. It is high time that the Local Authorities themselves revolted, and put such pressure on the Treasury and on the Chancellor of the Exchequer as to compel them to do their duty. Sidney Webb.
