We are here this morning to discuss the implementing recommendations of the Vice President´s National Performance Review. We earlier met with the Vice President and have invited today the Director of OMB, Leon Panetta, to join us. The National Performance Review proposes to change the Federal Government in terms of how it does business, and it is a fairly bold, modern-day attempt to open and streamline the bureaucracy, and it began an important change for this government. And I think we are going to be pleased with the presentation that Mr. Panetta is going to bring. I have a great interest in the oversight of Federal programs, how Federal employees will be treated. Some implementation legislation considerations, how we get more chief financial officers into the government, and the reorganization authority which would go to the administration, which we may want to share with you. Outside of that, it looks pretty good. Let me recognize Bill Clinger for his opening comment. Mr. Clinger. Thank you very much, Mr. Chairman. Welcome, Director Panetta, and Mr. Lader.
