R. 12080 The committee met, pursuant to notice, at 10 a.m., in room 2221, New Senate Office Building, Senator Clinton P.Anderson, presiding. Present: Senators Anderson, Talmadge, Harris, Williams, Carlson, Curtis, and Morton. Senator Anderson. The hearing will come to order. Today, we continue our hearings on the administrations social security bill. Last week, we heard the Secretary of Health, Education, and Welfare and his staff make the case for enlarging the schedule of cash payments under the bill and raising the taxable base and tax rate above the levels provided in the House bill. In addition, the Secretary recommended that the restrictive welfare amendments added by the House bill be deleted. This week, we will be receiving testimony from the interested public. Our first witness today is the Honorable George Aiken, U. S. Senator, from Vermont. Senator Aiken is well-known in this body for work he has performed in furthering social legislation. He is a longtime advocate of the medicare program. Senator Aiken has a rather important bill pending before this committee, S. 110. In reading it, I am struck by two facets: First, he would provide for the coverage of drugs in the medicare program in a manner quite similar to that approved by the Senate in an amendment to the Foreign Investors Tax Act. Unfortunately, the House conferees forced us to delete it from the bill. In addition, he would provide for payment of physicians services under a schedule of maximum fees to replace the reasonable charge concept that is now in the law. We are glad to have you here. Well, Mr. Chairman, I appreciate this opportunity to appear before this committee. I am greatly concerned over the urgent need of our older citizens for increased social security benefits, but I am confident that your committee will take good care of that. My appearance here today is to present evidence indicating that the medicare amendments to the Social Security Act need to be drastically revised.
