S. N. D. North, N. I. Stone, "Tariff Expert of the Department of Commerce and Labor," and James L. Gerry, Chief of the Customs Division of the Treasury Department, the writer said: "The Commission was not sent abroad to conclude a bargain or to make promises, but after investigation and consultation to make a report of the differences and the demands.
