Mr. Speaker, the sad and painful duty devolves upon me, at the request of the delegation from the State of Pennsylvania, to announce to the House of Representatives, in the accepted formal way, the death of our loved and honored colleague, Charles O´Neill, a Representative from the State of Pennsylvania, who died at his home in the city of Philadelphia on the 25th day of November last. His death was not unexpected. Those of us who saw and heard him administer the oath of office - almost his last official act - to the distinguished Speaker of this Congress felt that the shadows of death were already encompassing him thick and fast, and that "the father of the House" would soon be called to join his late associates Kelley and Randall, with whom he had earnestly labored, with equal fidelity, for more than a quarter of a century. But one Representative remains in this House who was associated with him in the consummation of the patriotic, loyal, magnificent, and masterful legislation during the terrible and anxious years of the war of the rebellion.
