A difference in rating means a difference in dollars, every time. In a new country such as ours, which is in course of development, and building and fostering her tra le, as occupied territory increases and our energies expand, the Tariff Laws must of necessity meet with changes to suit the changed circumstances. All of the changes thus made are entered here as well as the latest rulings and interpretations of the Customs Department up to the date of publication. You will please remember that varying conditions lead to variations in the application of existing enactments, thus should any differences in ratings be found to exist, at a later date, you will not consider them to be omissions in the HandBook; but to changes subseqitently mide. The Exchange Tables added, will be found useful in computation of Foreign invoices and I shall have great pleasure in forwarding any information, and of completing with promptitude all customs business which the Trade may entrust to my attention.
