Senator Larry Pressler of South Dakota, who has joined us for today´s hearing. With annual expenditures in 1992 of approximately $131 billion. Medicare is the fastest-growing and the fourth-largest category of Federal spending, ranking only after defense, Social Security, and interest on the national debt. Medicare accounts for approximately 15 percent of all money spent in the United States on health care. Medicare is a major program subject to major fraud. Experts estimate that fraud and abuse account for more than 10 percent of all Medicare and national health care spending. Between $10 and $20 billion is estimated to be lost annually. South Florida is the right place to talk about this problem. There are 2.6 million Medicare beneficiaries in Florida; that is approximately 18 percent of the State´s population. According to Blue Cross and Blue Shield of Florida, the administrator of Medicare for this State, approximately 52 percent of Medicare fraud in the State occurs in south Florida.
