Excerpt from Essays, Speeches, and Memoirs, Vol. 2 of 2: Of Field-Marshal Count Helmuth Von Moltke On the 24th February, 1867, King William opened the first German parliamentary assembly, the Reichstag of the North German Confederation - such an assembly as had not for centuries, to quote the words of the Speech from the Throne, rallied round a German ruler. The campaign of 1866, fortunate beyond precedent in its results, had made it possible to build up on the ruins of the old German Confederation a new German constitution which at any rate assured to the majority of the nation a unity which it had so long and so passionately striven to attain, and which at the same time offered a guarantee for the hopeful development, in the future, of a State organization which would comprise the whole nation. The election to this first Reichstag of a number of the most highly esteemed of those generals to whose leadership the successful issue of the war was chiefly due appeared as an act of grateful homage on the part of the nation. That the name of the Chief of the General Staff, General von Moltke, should be included in this roll was a matter of course. Three different constituencies (Memel-Heydekrug, Fürstentlium, Bitterfeld-Delitzsch) gave him their votes. He also stood at that time as one of the candidates for Berlin, but was defeated by his opponent, Wiggers. "I can forgive the town of Berlin, if I fail," were the words which, on the 28th January, 1867, he wrote to his brother Adolphus.
