It is obvious that if such a resolution had passed, the King would have stood in the situation of Charles I. in 1641, as the Parliament would have been placed in the very position of the House of Commons at that awful period of our history. Happily Dunning´s motion was rejected by a majority of fifty-one votes in a very full House. Fox, irritated to the most violent degree at the subversion of his hopes to drive Lord North from power, attributed his disappointment to the operation of Ministerial corruption among the members ho voted on the occasion. It unquestionably resulted, however, from the alarm excited among the moderate independent part of the assembly, who desired, indeed, to limit and to reform, but not to annihilate the power of the crown. No man can doubt that, if the prerogative of prorogation and of dissolution had been taken from the sovereign till every alleged grievance had been redressed, the constitution must have been from that moment subverted, and a renewal of the calamities of Charles I.´s reign must almost inevitably have followed.
