Excerpt from Publications of the Mississippi Historical Society, Vol. 14 This volume is devoted principally to a critical study of the policies and achievements of Mississippi leaders a decade before the War of Secession. It shows how the public men of the State, amid sharp conflicts of opinion, gradually felt their way toward a settled policy in dealing with the slavery issue. It is interesting to note that the first result of these conflicts was the declaration of the state convention of 1851, that secession was not sanctioned by the Federal Constitution. In spite of this triumph of Union sentiment however, the struggle over the Compromise of 1850 had important effects upon the development of the secession movement in the State. It is noteworthy that among the public men of Mississippi in 1850 there were many recognized leaders of Southern thought and activity. For these reasons, the study is of more than local interest. Another contribution to this volume deals with an interesting and important phase of our military history. It is especially appropriate that this article should appear in the first volume of our Publications to be issued after the semicentennial celebration recently held on the historic field of Gettysburg. The importance of other articles we have published from the pen of this gifted author is sufficient guarantee of the value of this contribution. A third contribution is devoted to two interesting phases of our local history. It is important that the political and economic struggles through which the counties of our state have passed should be recorded, while the sources are available.
