Excerpt from Speech for Connecticut: Being an Historical Estimate of the State, Delivered Before the Legislature and Other Invited Guests, at the Festival of the Normal School in New Britain, June 4, 1851 The occasion which has brought us together celebrates another stage of advance in the cause of public education in our commonwealth. When I accepted the call to address you on this occasion, I designed to prepare a theme immediately related to the subject of popular education itself. But on more mafure consideration, taking counsel also of others, I have concluded that, as the occasion belongs to the state, and as I am to speak to the Legislature of the state, I cannot do better than to make the state itself - its character and wants and prospects - the subject of my address. And I do it the more readily, because of the conviction I feel, and hope also to produce, that, if there be any state in the world, whose history itself is specially appropriate to a festival of popular education, that state is Connecticut. It is a fact often remarked by the students of history, that all the states or nations, that have most impressed the world by their high civilization and their genius, have been small in territorial extent. If we ask for the reason, it is probably because society is sufficiently concentrated only in small communities, to produce the intensest development of mind and character. Hence it is not in the ancient Roman or Persian empires, but in little sterile Attica, territorially small in comparison even with Connecticut, that the chief lawgivers, philosophers, orators, poets of antiquity have their spring; sending out their unarmed thoughts to subdue and occupy the mind of the world, in the distant ages of time.
