The purpose of this book is to present a bird´s-eye view of the existing situation, and a suggestion or two for the relief of some difficulties which still confront our Government. For twenty-five years I have mixed with Indians. I was more or less intimately acquainted with all my predecessors as Commissioner during that period, and wish here to record my tribute of respect for as conscientious and painstaking a series of officers as could be found in their times in the public service. The fact that I did not follow directly in their footsteps must not be interpreted as any disparagement of their motives or their wisdom, but as due to the different conditions obtaining when they and I respectively took charge. For the Indian problem has assumed a wide variety of phases since the Government began making any serious attempt at its solution.
