Pitt Sir, The Septennial Bill, like a State Monster, will devour every proposition that may be made for a reform in Parliament, while it continues to exist. Permit me, therefore, to suggest to your most serious reflection, the necessity of moving for a repeal of that Bill, previously to your moving the Question, which you have apprized the Public of your intention to propose. There are some members hardy enough to oppose a general reform in Parliament, who could not have the least shadow of reason for opposing a motion to repeal an act, which was made contrary to the trust reposed in the members who were chosen for three years only.
