Excerpt from The Treaty of Peace and the Covenant of the League of Nations: As Negotiated Between the Allied and Associated Powers and Germany The Institute of International Affairs does not commit itself to any special point of view on Foreign Policy. In a preface to a text of the Treaty published for the Institute, I am not in a position, therefore, to enter into controversial questions as to the Treaty´s merits or demerits. On one subject, however, I can express a definite opinion without the risk of offending any reasonable susceptibilities, and that subject is the Covenant of the League of Nations. The fundamental ideas of the Covenant of the League of Nations are of far greater importance than the details of its provisions; and these ideas have been generally approved. No European reconstruction is possible except by the settled and organized application of the principles of national altruism and international co-operation. For this, peace is the first essential; and the second is the power of re-writing those portions of the Treaty which are inconsistent with justice and expediency. The machinery of the Covenant enables both of those objects to be carried out. Whether, in fact, they will be accomplished depends almost entirely on the spirit in which the task is undertaken by the peoples of the world, and not least by the British people. In this as in other matters knowledge is power, and the most important piece of knowledge is that of the Treaty itself.
