Excerpt from A Seventh Letter to the People of England: A Defence of the Prerogative Royal, as It Was Exerted in His Majesty´s Proclamation, for the Prohibiting the Exportation of Corn, in Which It Is Proved, That the Authority Ever Has Been, Is, and Must Be Essential to the Constitution, and Inseperable From These eminent persons therefore, I would flatter myself, will entertain it will thereby be perceived that it is constitutional to transact what they conceive to be illicit; and that they themselves may be justified in exercising a similar power on like occasions. In consequence of this conviction, I shall presume, unprejudiced and dispassionate, to offer to your consideration those arguments which have prevailed on which side the truth of this momentous enquiry is to be found. And as many of these distinguished personages were formerly in power, who have declared that, in their opinion, this Royal Prerogative thus exerted is unconstitutional; and as they may again return to the exercise of administration, and to the consultations of the Cabinet, I am induced for their fakes, as well as far that of the whole community, to endeavour at the evincing, That this exertion of the Prerogative, as it was exercised in the Proclamation which has been mentioned to You, is a right constitutionally inherent in the Crown: and that, as there has hitherto been devilled no alternative which can justify the annihilation of it; so am I consident that none can be invented which may adequately supply its place, either respecting Liberty or the Public Good: and that mould the fatal hour of its extinction once arrive at the same instant your Rights, Privileges, and even the Constitution itself will be lost for ever.
