Excerpt from Annual Report of the Adjutant-General of the State of North Carolina for the Year, 1899 Upon assuming the duties of the office of Adjutant-General, December 1, 1898, I found the Guard beginning to emerge from the confusion and disorganization occasioned by the War with Spain. My predecessor, with the assistance of Major Charles L. Davis, Eleventh United States Infantry, then in charge of this office, had taken steps to reorganize the military forces of the State, in conformity wit the regulations governing the United State Army. This work of reorganization has been necessarily slow and rendered more difficult because of the fact that the State´s military stores were almost completely expended in equipping the Volunteer Regiments before they were mustered into the service of the United States. With these conditions confronting me, I realized that it would be a difficult task to accomplish anything like satisfactory results during this year. All possible means have been employed to restore the Guard to its report that rapid progress has been made in this direction. The officers and enlisted men have displayed a most commendable zeal in their efforts to bring about a high standard of efficiency, and for this they deserve the thanks and most cordial support of the whole State.
