Excerpt from Regulations of the Virginia Military Institute at Lexington Whereas it is represented to the General Assembly, that the State Arsenal, situated near the town of Lexington, in the county of Rockbridge, can be advantageously converted into a Public Military School without endangering the public arms, or other property, thereto belonging, and without imposing any additional expense upon the Commonwealth: 1. Be it therefore enacted, That the sum of six thousand dollars, be and the same is hereby appropriated annually from the public treasury for the establishment and support of a Military School at the said Arsenal, upon the plan hereinafter provided for, which said School shall be called the "Virginian Military Institute." 2. Be it further enacted, That the Governor of this Commonwealth shall annually appoint nine fit and proper persons, who, together with the Adjutant General, shall constitute a Board of Visitors for said Military School, any four of whom shall constitute a quorum for the transaction of the mere ordinary business, but in making arrangements for the erection of buildings, or for material and permanent alterations of the present buildings, as well as the removal of Professors from office, not less than six shall constitute a quorum.
