Excerpt from Rules and Regulations of the Trustees of Colored Schools of Washington and Georgetown, October, 1870 1. The Superintendent, as executive agent of the Board of Trustees, is charged with the duty of seeing that all rules and regulations adopted by the Board for the government of the teachers and the schools are faithfully observed. All school-houses, with their furniture, apparatus, and grounds, are placed under his supervision. He shall visit all schools under the jurisdiction of the Trustees as often as practicable, and is authorized to correct any violation of rule that he may observe, and report the same to the Trustees. He shall notify the Trustees of any needed repairs or supplies, and take such measures to provide the same as they may direct. 2. He is also charged with the direction, subject to the approval of the Trustees, of all that pertains to the course of instruction in the several grades of schools, the text-books used, the methods of teaching and of discipline employed, and the classification, examination, promotion, suspension, expulsion, or restoration of pupils. The Trustees, in investigating these matters, will first advise with the Superintendent. He shall advise and direct the teachers in regard to modes of instruction and discipline in all cases where it may be deemed useful, endeavoring to secure the adoption of the best methods, with uniformity of classification, in all the schools. And if he shall find any teacher incompetent or indisposed to discharge her duties in a reasonably satisfactory manner, he shall report the case to the Trustees for their action. 3. The Superintendent shall have power to call meetings of the teachers for conference and instruction relative to their duties as often as he may deem desirable, and he is authorized to suspend the schools for that purpose, not exceeding one half day in each month.
