Before the rebellion the public treasury was only a subsidiary of the government; the people were hardly conscious of its existence. Now, its proportions are great enough to be their master. It lays its hand heavily on their daily life - on all their labors, their wants, and their enjoyments. The necessity of a yearly revenue of several hundred million of dollars gives law to industry, imposes regulations that govern production, and already begins to injure the employments of the people.
