It has been necessary to omit and condense some of the material contained in the former editions, in order to make room for a chapter covering the past decade. The long service which this book has rendered seems to justify the selection of material and method of presentation employed in the former edition. The lapse of years, however, has brought changes which make it desirable to readjust the emphasis placed on both the more remote and the nearer past. The following remarks from the preface to the first edition are still an appropriate introduction to this book.
