Excerpt from General Plan and Syllabus for Physical Training in the Elementary and Secondary Schools of the State of New York: As Adopted by the Board of Regents of the University of the State of New York Upon the Report and Recommendation of the Military Training Commission of the State of New York The general plan for physical training contained in the following pages was prepared by the Military Training Commission of the State of New York, in conformity with the provisions of chapter 566 of the Laws of 1916. This Commission is constituted as follows: the major general commanding the National Guard ex officio as chairman, a member appointed by the Board of Regents of The University of the State of New York, and a member appointed by the Governor. The tenure of appointment is four years. Major General John F. O´Ryan by virtue of his office, thus became chairman; John H. Finley, Commissioner of Education, was appointed by the Regents on May 25, 1916; George J. Fisher, M. D., secretary of the physical department, International Committee Young Men´s Christian Association, was appointed by the Governor on June 22, 1916. This general plan was formally adopted and incorporated in the rules and regulations of the State Department of Education by action of the Board of Regents of The University of the State of New York, on October 19, 1916, in conformity with the provisions of chapter 567 of the Laws of 1916.
