The result of this system of treatment in connection with our railroad problems has been a mass of legislation and regulation that has ignored the fundamental principles involved. The following lecture, first delivered at De-Pauw University on January 16, 1914, and at Cornell University on March 18, 1914, is an attempt to explain the relation of Railroad Rebates to the problem of Railroad Rates, and to show the unsound and uneconomic character of recent legislation in respect thereto.
