Opposition to the Coalition had been both lively and effective for some time previously. But on this seventh day of May there was something that amounted to a ratification, a seal, an oath. Five hundred delegates gathered in the town of Leamington. They represented the Liberal organizations of England and Wales. They were people with authority behind them. These delegates declared that the necessity for a coalition of political parties no longer exists; they declined the invitation of the Prime Minister to enter into closer co-operation with Conservatives; and they appealed to all Liberal Associations to maintain the independence of the historic Liberal Party.
