We have constituted authorities to redress wrongs, and protect the weak against oppression; courts of judicature established to administer justice and punish evil-doers, and yet there should be no municipal provision for the dispensation of bread to the aged, the indigent and the orphaned, when trying to help themselves? May the homeless poor always rely on the continuance of private benevolence to aid them? A good man, whose industry in better days was tributary to the public treasury, is now a beggar amid surroundings of luxury and opulence.
