Excerpt from A Report on the Effect of the International Copyright Law in the United States: Made in Compliance With the Resolution of the United States Senate of January 23, 1900 The United States Senate, on January 23, 1900, considered and adopted the following resolution: Resolved, That the Commissioner of Labor be, and is hereby, directed to investigate the effect upon labor, production, and wages of the international copyright act approved March third, eighteen hundred and ninety-one, and report the results of his inquiries to the Senate, or through the Bulletin of the Department of Labor: Provided, That the investigation hereby authorized shall be carried out under the regular appropriations made for the Department of Labor. The act of March 3, 1891, referred to in the Senate resolution, took effect July 1, 1891, and amended the then existing copyright law as embodied in the Revised Statutes of the United States, Title LX, chapter 3, sections 4948 to 4971, inclusive, by removing from section 4952 the restriction under which the "sole liberty of printing, reprinting, publishing, completing, copying, executing, finishing, and vending" literary or artistic productions was limited to citizens of the United States or residents therein who should be "the author, inventor, designer, or proprietor" of any such production and should comply with the provisions of the chapter. The act also amended sections 4954, 4956, 4958, 4959, 4963, 4964, 4965, and 4967 of the copyright law as contained in the Revised Statutes, repealed section 4971 thereof, and prescribed the conditions under which citizens or subjects of foreign states or nations should be permitted to avail themselves of the privilege of copyright in the United States. As the act of March 3, 1891, was amendatory, and as, since its date, certain other legislation has been enacted by Congress affecting copyright, (b) it is deemed advisable to publish the full text of the copyright law as it now stands, in order that a full and clear understanding may be had of what is known as the "international copyright law" and its relation to and connection with the general law.
