Excerpt from Biennial Report of the Adjutant General: Of the State of Montana, 1891-1892 Applications have been made for permission to form companies to fill the vacancies, but as there was not a sufficient supply of either Quartermaster or Ordinance stores to equip them the necessary authority could not be granted. In regard to the Cavalry Company I am of the opinion that one troop is ample for the needs of the State at this time, as unless the company is composed wholly of men able to own and keep their own horses, mounted drill can seldom be had and when had with horses hired here and there for the occasion without training other than saddle horses and frequently not even that, it is not possible for the troop to make even a fairly respectable appearance. Captain Boutelle, of the First Cavalry United States Army, who inspected Troop A, stationed at Helena, in 1891, said: "It is a pretty hard matter to make an intelligent or fair report upon a Troop mounted which is never mounted upon ordinary occasions. Horses were hired wherever they could be found and being untrained were not very manageable. Most of the men of the troop are fair riders and quite a number excellent horsemen. The troop looked and did as well as could have been expected under the circumstances, it rot having been mounted in two years. If it pleased the Governor and was satisfactory to the troop, it seems advisable to reorganize as an Infantry Company, for as such it could make a very satisfactory showing, and for field service could be mounted at any time." I would not by any means recommend the change of organization suggested by the Captain. The State can well afford one Cavalry Company, and as this one is composed of as good material as there is in the State, and is commanded by one of the best officers in the service, it would not, in my opinion, be well to make the change, but as I have before said, I am not in favor of organizing additional Cavalry Companies. Troop B, of Bozeman, by a unanimous vote of the members thereof, gave up their cavalry organization, re-organized as Infantry, and is now known as Company H, of the First Regiment.
