Excerpt from Rules for the Government of the Grammar, Secondary, and Primary Schools: In the First Section of the First School District of Pennsylvania 1. Applications for the admission of scholars into the schools shall be made by their parents or guardians, to the visiting committee of the school nearest the residence of the applicant, but if such school be full, application may be made at the school next nearest in which there may be a vacancy. No scholar shall be received from another public school, without a certificate of good conduct from the visiting committee of the school he has left. In case of a change of residence, a scholar may be transferred to another school by the visiting committee of the previous school, and shall be received in the school to which the transfer may have been made, when a vacancy occurs in the division for which he may be qualified. 2. Applicants for admission shall be examined by the visiting committee, or principal teacher, and shall be classed for the divisions for which they may respectively be qualified, and they shall be admitted into the said divisions, when there may be a vacancy therein, in the order in which they may have applied: Provided however, that the Board may, by vote, in special cases, admit applicants, notwithstanding the previous rules. 3. Every applicant for admission to the schools shall be required to read and spell, and be well acquainted with the four ground rules of arithmetic: and in case there are not a sufficient number of such applicants, others may be admitted at the discretion of the visiting committee.
