Robert Peel: In Favour of Further Concessions to the Catholics It may be considered presumptuous in any one to approach the subject now under discussion, a question described by Sir Francis Burdett "not only as threadbare, but which had been in a manner so completely thrashed out, as to put it out of the power of a mortal man to say any thing new upon the subject." The imputation, however, I shall partially escape, since it is not my intention to indulge in any speculations. I am not vain enough to imagine, that any novel measure I could suggest would obviate the difficulties that have perplexed so many statesmen; I am not so inexperienced as to suppose they would be adopted, though they fell from the lips of an angel. Some, who might otherwise be inclined to express their opinions on this question, are deterred from so doing by a sense of false modesty.
