But although this is generally admitted, I think it is often supposed that this problem is confined to the duty of providing school-training for the children of the lower orders. This supposition, whenever it is productive of any effect on the conduct of individuals, must be regarded as a mischievous error; for it induces a forgetfulness of the reasons which make it desirable that the mental and moral cultivation of all classes should be duly regarded, and that the school training of the lower orders, and working classes should be continued and completed.
