In deference to that custom, I am here upon this interesting occasion to assume in your presence the position which the people of the State, by their suffrages have, for the second time, assigned me. The solemn oath which I have taken in your hearing promises ¿delity to the Constitution of the United States and the Constitution of the State of New York - my native State. These are the only tests of fealty from citizens assuming public position which are required under our simple form of government. Loyalty - not to any man, of¿cials or political parties, but faithfulness to the principles of the fundamental laws of the Nation and State are the essential guarantees properly exacted from public servants.
